Civic Budget 2024 in Gdynia

In the 2024 Gdynia Civic Budget, the total fund amounted to 12,837,607 PLN. As a result of the voting, 90 projects were approved for implementation: 78 district projects and 12 citywide projects across two thematic categories. Additionally, six extra district projects were selected for implementation. Three of them were awarded through the “Project +1” bonus for districts with the highest voter turnout. Two more will be co-financed by district councils, and one will be partially funded by a private donor.

The BO2024 budget consisted of a base amount of 10,634,114 PLN and 2,203,493 PLN carried over from unused funds in BO2023. Of this total, 9,837,607 PLN was distributed among Gdynia’s districts, while the remaining 3 million PLN was allocated for citywide projects: 2 million PLN for the Climate Civic Budget and 1 million PLN for the Jubilee Civic Budget.

The voting phase for BO2024 lasted from September 2 to September 16, 2024. Projects could be selected through the website www.bo.gdynia.pl. A total of 19,928 people participated, accounting for 9.05% of eligible voters. District projects received 19,857 votes (9.02% of eligible voters), while citywide projects gathered 18,637 votes (8.47%). Women made up 58% of voters, and the most active age group was between 35 and 54 years old (44.1%). Among eligible minors, 17.2% participated in the vote.

Following the voting results, residents selected a total of 78 district projects, 10 Jubilee Civic Budget projects, and 2 Climate Civic Budget projects for implementation, with a combined value of 10,778,651 PLN. This includes 7,039,188 PLN for large district projects, 842,868 PLN for small district projects, 1,987,720 PLN for Climate Civic Budget projects, and 908,875 PLN for the Jubilee Civic Budget.

Furthermore, six additional projects from BO2024 were directed for implementation:

  • Three of these were awarded under the “Project +1” bonus for districts with the highest voter turnout. The most active district was Wielki Kack, with a turnout of 25.68%, where an additional large project will be carried out. Babie Doły (23.94%) and Kamienna Góra (17.28%) ranked second and third in turnout, and in these districts, additional small projects will be implemented. The total value of the awarded projects under this bonus amounts to 391,650 PLN, financed from the city’s budget outside the regular BO funds.
  • The remaining projects will be co-financed by the Civic Budget, two district councils, and a private donor. The total value of co-financing amounts to 19,235 PLN, while the Civic Budget will contribute 33,865 PLN. These projects will be implemented in Pogórze, Karwiny, and Cisowa.

The unused funds from BO2024, totaling 2,025,091 PLN, will be added to the budget for the next edition.

In total, 96 projects valued at 11,223,401 PLN were approved for implementation in BO2024. Voters could choose from 279 projects submitted for voting: 17 from the Jubilee Civic Budget, 5 from the Climate Civic Budget, and 257 district projects, including 167 small district projects and 90 large district projects.

The project submission phase lasted from February 1 to February 29, 2024, during which residents submitted a total of 364 proposals.
